TORRES is speaking to DR. JACK DAVIS, creator of THE SPLITTER.
Explaining in more detail the disaster mentioned in the last page, it appears a number of world leaders agreed to bury nuclear devices in their countries that would self-activate if they started a war (this must be part of the Pax Americana doctrine).
Now we know why all of the capital cities were in ruins at the start of issue #1.
It's possible to draw parallels between the scenario outlined here, and any number of world events, both recent and as far back as the Suez Crisis in 1956, and before.TORRES is really suggesting that this was a false flag event, which are events that are designed to appear as though they are being carried out by one group, and were actually planned and executed by another.
"BLACK GLASS" - When nuclear devices are ignited in desert areas, the power of the blast will fuse the sand into glass. Sometimes called "Trinitite" or "Alamogordo glass", named after the sites of early nuclear tests in New Mexico.
"GLOBAL FAILSAFE SYSTEM" - we learn more about this on the next page.
"JUNIOR AND HIS FATHER ARE THE LEADERS YOU GET WITH IT" - Maybe they had something to do with it?
"NEW B-29S" - Boeing developed the B-29 during the second World War, and the first flight of a B-29 was 21st September 1942. Two "famous" B-29s during that war were the Enola Gay (which dropped an atomic bomb on Hiroshima) and the Bockscar (which dropped an atomic bomb on Nagasaki).

The tracking and bomb activation device that JUNIOR is called a "Memex". The Memex machine was a hypothetical machine proposed by Vannevar Bush (scientific advisor to the U.S. President during WW II) in 1945, which was a desk with two screens and two input devices that would allow people to access text, audio and film-based materials, and create links between different content. The Memex machine concept strongly influenced a number of computer pioneers, including J.C.R. Licklider (who did important work on Human-Computer interfaces), Douglas Engelbart (who developed the computer mouse, computer graphics, video conferencing, and word processing), and Ted Nelson (who pioneered hypertext and hyperlinks).
A Memex is a "MEMORY STORAGE UNIT" here.
The radio-controlled bombs have a 50 feet range, just as well.

FRITZ is running a secret chop shop. A "chop shop" is a business that disassembles stolen vehicles for the purpose of selling them either as parts, or assembling a new vehicle from parts of different vehicles.
FRITZ is selling to the U.S. Army
More and more FRITZ is turning out to be the hero of this story, his illegal activities are raising money for an orphanage (admittedly by employing orphans as child labour, but no one's perfect!).
In THE PILOT's version of the future, the second atomic bomb, dropped from the Bockscar, was dropped on Archangel, Russia instead of Nagasaki.
JUNIOR changes the bombing location, and that results in the Nu Earth that JUNIOR is from, so this is a bit of a temporal causality loop.
NAOMI asks the important question "WHY ARCHANGEL?"
So instead of the MAD doctrine (Mutually Assured Destruction), we get Pax Americana.
Pax Americana is a real-world term used to describe the relative peace in the Western Hemisphere as a result of the preponderance of power enjoyed by the United States since the middle of the 20th century.
I'm not sure what THE PILOT means here when he says that JUNIOR "BOUGHT HIS WAY IN". Maybe he doesn't know that JUNIOR killed and replaced his Grandpa? or maybe JUNIOR bribed people to get access to the atomic programme?
JUNIOR's gang aim a bazooka at FRITZ's girlfriend. A bazooka is portable rocket launcher designed as an anti-tank weapon. The name "bazooka" is derived from of musical instrument of the same name popularised by radio comedian Bob Burns.

NAOMI is macgyvering a solution to prevent JUNIOR from activating the bomb. In the Nu Future, is it possible that they have forgotten about Michael Faraday? or are people kept ignorant about things that could save their lives?

THE PILOT running after NAOMI's signal.
NAOMI sees someone approach.
The signal gets loud.
As we saw in issue #1 the pilots have Surgically Implanted Improvised Explosive Devices (SIIEDs), aka Body Cavity Bombs (BCBs), we learn now that they can be remotely controlled by JUNIOR.
It appears as if NAOMI looks surprised that the SIIEDs are remotely controlled, but not because she doesn't know about remote controls, she would know well that Nikola Tesla demonstrated a remote-controlled boat in 1898, but rather her expression indicates that she is figuring out something to do about the remote control.
Page 5 sees COLONEL YERAKOV and NAOMI moving their discussion onto the identities of the pilots
COLONEL YERAKOV questions if the pilots are from another world. Panel 2 He also knows all about Project Daedalus (a British space exploration project), Ghost Rockets (the Swedish name for UFOs), Foo Fighters (the American name for UFOs), and Gremlins (a popular 1984 horror comedy ;-). The NKVD (Narodnyi Komissariat Vnutrennikh Del) is the People's Commissariat for Internal Affairs was the leading Soviet secret police organization from 1934 to 1946. It is known for its political repression under orders from Joseph Stalin.
A Faraday cage (named for Michael Faraday) is a location that blocks electromagnetic fields. They are often used to protect sensitive electronic equipment from external radio frequency interference (RFI). In the 1998 movie Enemy of the State Gene Hackman takes Will Smith to his homemade Faraday cage ("The Jar").

NAOMI is still denying everything
Russia is worried about the Nazis getting in the atomic bomb. The Nazi effort to build a bomb was called the Uranprojekt, which was led mainly by Erich Schumann, and involved other noted scientists such as Werner Heisenberg.
Michael Frayn's excellent play Copenhagen concerns a meeting between Heisenberg and Niels Bohr discussing whether or not Germany has the bomb, or might get it.
Russia is also worried about the Americans getting in the atomic bomb. * SPOILERS * they have it, and will drop it the following day.
YERAKOV not only suspects an atomic bomb, but is also aware of the "THERMOPLASTIC RAMJET AIRCRAFT" that the pilots arrived in.
YERAKOV's life depends on discovering this information.
